Nope, porn only makes up 1% of the internet according to the fine folks at the ACLU. Strange, I know.

Maybe in terms of storage capacity. But I still heard that in terms of page count of publicly-available stuff, porn is the frontrunner by a huge margin.

There are plenty of interest groups who seek to limit freedom of expression as it relates to sex.
I assume the ACLU has been involved in many legal cases on the subject. Consequently, they would have data about the quantity of porn relative to other subjects and uses on the internet.

QI says it, but doesn’t get into specifics. Three Presidential terms before Trump were trying to pass laws that would restrict Online Pornography:
CDA:

COPA (which QI is probably referencing): https://en.wikipedia.org/wiki/Child_Online_Protection_Act
COPPA: https://en.wikipedia.org/wiki/Children%27s_Online_Privacy_Protection_Act
